Bag on a flagpole

It seems to be some kind of a tradition to hang a schoolbag on a flagpole, perhaps this is the outcome of a boisterous end-of-school celebration.

The bag on the flagpole tradition is to let everyone in the neighbourhood know that they've passed their end of school exams.

I figured it was something like that - since there seemed to be a number around the time I would expect the school exam results to be available.
